Is a double boiler supposed to touch the water?
No, a double boiler should not touch the water but be slightly above the simmering water. Touching the water would give a hotspot in the double boiler insert and risk overheating the delicate sauces/mixtures.
How much water do you put in a double boiler?
You only need a couple of inches of water in the bottom pot or pan of a double boiler. It is the steam from the simmering water that does the cooking.
